The Ministry of Environmental Protection together with the United Nations Development Program in Serbia has organized a meeting of the Working Group of the project “Establishing a Transparency Framework under the Paris Climate Agreement” on 21 April 2021, during which was presented a framework for the future monitoring, reporting and verification system (MRV) in the field of climate change. The system is being established in cooperation with the Austrian Environmental Protection Agency. The meeting was attended by about 50 members of the newly formed working group of the project, representatives of relevant institutions.
The establishment of a functioning monitoring, reporting, and verification (MRV) system will contribute to the implementation of the recently adopted Law on Climate Change, in particular by supporting the fulfillment of obligations under the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.
The system for monitoring, reporting and verification (MRV) in the field of climate change along with the accompanying information system was presented at the meeting. The MRV-IT system consists of 6 modules (Policies and Measures (PAMs), Climate Change Financing, Climate Change Adaptation, Nationally Determined Contributions (NDC), Projections and Mitigation Scenarios and Inventory of Greenhouse Gases). The information system, as an integral part of the MRV system in the field of climate change, will improve the collection of data and information in the field of climate change, in cooperation between all relevant institutions. More precise and comprehensive data will contribute to the adoption of adequate measures and policies for mitigation and adaptation to changed climate conditions and monitoring the implementation of the NDC.
In the period until October 2021, training is planned for the use of MRV system, for all institutions at the national and local level involved in data collection and/or reporting in the field of climate change.
