ABOUT
The project will enable the Republic of Serbia to prepare and submit its First Biennial Transparency Report (BTR1) as a standalone report and the Fourth National Communication and Second Biennial Transparency Report (NC4/BTR2) as a combined report. In this way, the Republic of Serbia would fulfil its reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, in accordance with the modalities, procedures and guidelines (MPGs) for the transparency framework for action and support under Article 13 of the Paris Agreement (Decision 18/CMA.1) and the guidance for operationalizing the MPGs under Decision 5/CMA.3. The project will also strengthen the technical and institutional capacities of the Republic of Serbia to integrate climate change issues into sectoral and national development priorities through the strengthening and continued development of institutional and technical capacities initiated and maintained through the National Communications and Biennial Update Reports.

PROJECT OBJECTIVES
- Preparation of Serbia’s First Biennial Transparency Report (BTR1);
- Preparation of Serbia’s Fourth National Communication and Second Biennial Transparency Report (NC4/BTR2).
EXPECTED OUTCOMES
Serbia’s BTR1 developed as a stand-alone report:
- National inventory of anthropogenic greenhouse gas emissions by sources and removals by sinks updated through 2022, for the energy, IPPU, AFOLU and waste sectors, applying the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories;
- Information necessary for tracking progress in the implementation and achievement of the NDC through 2022 provided, including an assessment of avoided emissions;
- Information on climate change impacts and adaptation through 2022 provided;
- Information on required and received financial support, technology development and transfer support, and capacity building through 2022 provided;
- Areas of improvement and other relevant information described, including gender equality;
- BTR1 compiled, adopted through a transparent and participatory process, and submitted to the UNFCCC Secretariat by December 2024.

- Information on required and received financial support, technology development and transfer support, and capacity building through 2024 provided;
- Areas of improvement and other relevant information described, including gender equality issues;
- Information on research, systematic observation, education, training, public awareness and gender equality provided, in accordance with the applicable guidelines of Decisions 17/CP.8 and 6/CP.25;
- NC4/BTR2 compiled, adopted through a transparent and participatory process, and submitted to the UNFCCC Secretariat by December 2026;
- Information necessary for tracking progress in the implementation and achievement of the NDC through 2024 provided.
