ABOUT
The project aims to improve the legislative framework and public policies in the area of climate change, as well as to raise climate ambition, by strengthening national institutional and technical capacities in line with the requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreement. The project will also contribute to improved greenhouse gas inventory reporting and enhanced adaptation-related data. One of the objectives is to improve the regulatory framework and public policies in the field of climate change, while strengthening transparency and fulfilling the 2025 Nationally Determined Contributions (NDC 3.0).
The project will build on the results of the project “Establishing a Transparency Framework in the Republic of Serbia (CBIT)”, which was funded by the Global Environment Facility (GEF) and implemented between 2019 and 2022, thereby also contributing to alignment with the requirements of European climate legislation. A total of 550 direct project beneficiaries are expected (51% of whom are women), primarily representatives of institutions involved in ETF improvement activities at the national and local level, as well as representatives of the private and civil sectors. Strengthening technical and institutional capacities will contribute to improved national reporting and planning, including greenhouse gas emissions reporting in national communications and Biennial Transparency Reports (BTRs), with a focus on both climate change mitigation and adaptation to changing climate conditions.

PROJECT OBJECTIVES
- Strengthening Serbia’s policy and regulatory framework;
- Improving the climate change transparency system in Serbia with country-specific tools and data;
- Building capacities for long-term support to transparency-related activities.
EXPECTED OUTCOMES
- A strengthened regulatory and policy framework for transparent climate change reporting;
- A strengthened National Climate Change Transparency System, i.e. the “Monitoring, Reporting and Verification of Climate Change Information System” (MRV-CIS);
- Strengthened institutional and individual capacities and competencies of civil servants and key stakeholders for transparency and implementation of climate policies in Serbia, with technical assistance provided;
- Improved approaches to climate change communication for effective knowledge sharing and information dissemination.
