Under the UNFCCC, Serbia is obliged as a non‑Annex I Party to periodically submit National Communications that report on its greenhouse gas emissions and removals, policies and measures, vulnerability and adaptation, and other aspects of Convention implementation. UNFCCC guidance provides that non-Annex I Parties should submit their first National Communication (NC) within three years of entering the Convention, and every four years thereafter. The NCs are prepared in accordance with the guidelines contained in decision 17/CP.8
