Serbia has established a comprehensive legal and strategic framework for climate action that links its international obligations with domestic legislation and long‑term planning.
The core of this framework is the Climate Change Act, complemented by laws ratifying the UNFCCC, the Kyoto Protocol, and the Paris Agreement, as well as the formal adoption of Serbia’s nationally determined contribution (NDC) to reduce greenhouse gas (GHG) emissions. Framework laws give effect to its key multilateral commitments and provide the legal basis for national climate policies, while dedicated strategies define medium to long-term mitigation and adaptation priorities and guide sectoral measures across the nation.
At the institutional and implementation level, this framework is supported by a set of by‑laws and regulations that create the backbone of the national system for monitoring, reporting and verification (MRV) of GHG emissions and climate adaptation measures.
Together they translate international climate commitments into concrete institutional mandates, reporting duties and planning instruments within Serbia’s governance system.
