Biography
Mr. Paul Hickey is an urban and regional development specialist with the European Investment Bank (EIB) based in its Belgrade office. In his capacity as a project economist he provides advice on project preparation and implementation, coordinates technical assistance and carries out due diligence assessments and project monitoring across the Western Balkans. While working for the EIB, he has variously advised on and appraised the Bank’s municipal infrastructure investments both within the EU and in the pre-accession countries, including in the sectors of urban mobility, energy efficiency, social and affordable housing, urban regeneration and environmental protection. His past experience encompasses international cooperation in the environmental sector in Central Asia and property development and urban planning consultancy in Ireland.
